Here are some interesting resources for understanding how autonomous
vehicles (robotaxis, delivery vehicles, trucking, shuttles, etc.) are
being regulated and tested.

1) NHTSA, The National Highway Traffic Safety Administration, has an AV
TEST Initiative that is tracking locations where testing is taking
place, the companies involved, and state-level laws and policies
regarding testing:

2) NCSL, the National Conference of State Legislatures, has a page about
autonomous vehicle legislation in every state and territory:

3) In Arizona, where a lot of testing is currently taking place, the
Department of Transportation has a page detailing the regulatory history
from 2015 through 2022, and an impressively long list of companies who
are currently testing or have applied to run tests in Arizona:

These are great resources for high school students and adults who want
to understand the nuts and bolts of how this technology is moving
