I have been involved in developing K-12 robotics programming for over 7 years.  Alicia, I can very much identify with your experience as we went through a similar phase of questioning by stakeholders and administrators.  There is obviously a cost associated with running robotics programming; I have found that folks not familiar with it usually struggle to make connections between what they perceive as a 'fun activity' and core learning objectives such as literacy and numeracy.

In response, we worked hard to educate our stakeholders about the value of robotics.  Additionally, we worked equally hard to train our teachers to be effective and intentional instructional designers, with a focus on learning objectives and the use of robotics as a means to those ends.  

Here are two links that might be helpful to you in educating and engaging your leadership.  The first is what our district calls the Pillars of Robotics.  The second is an article I recently wrote for EdWeek on the value of robotics in furthering next generation learning.
I hope these are helpful and I would love to hear from others ways that you have worked with stakeholders on gaining their support and buy-in.

The best way to show value is to demonstrate it via targeted, well-coordinated tech activities that directly connect to student outcomes.

I suggest the following:

- connect with other teachers in your region that work with ELL students and have implemented edtech in the classroom. Do you belong to CSTA chapter in your area?

- Search web for low cost activities to implement for your demo phase. Since you didnt mention what kind of tech you have available and the age of the students, I will not be able to provide possible activities you can implement for demo.

- Many kids have smart devices that you can leverage for learning in the classroom at least for demo phase. Use caution and measured restraint with this one.

- Use donorschoose.org to ask for donations. Many tech companies are now supporting teachers in your position for their social responsibility programs.

- Collect data and have a parents night to showcase the results and tech projects. Dont forget to invite your principal.

- Use celebrations ( Hispanic Month, Computer Science week, etc) to demo your ELL topics with tech implementations. 

- Create videos of before and after implementation of tech. Record testimonials and create a podcast for your classroom.

- Promote your achievements in social media - twitter, instagram, facebook Caution: know your school district policies before posting. Ask others how they do it.

I use Bee Bots, Blue Bots and Ozobots to teacher literacy, numeracy and so much more.  A hands on education has so much value.  Pull out your district technology plans and use that as a reference too.

Yesterday, I had a heart breaking meeting with a new principal who had no idea what a Makerspace is and sees our robotics program as a waste of valuable teaching time.  They thought that the students in their school, mostly ELLs, need to be focusing on becoming literate.  While the rest of the students in our Silicon Valley get access to technology and STEAM education these students will get intervention and once they reach the literacy that this principal thinks they need they will not be able to afford living in the Silicon Valley because they won't have the skills that they need to be employable in their own neighborhoods.  I did my best to convince them of the value of teaching robotics, AI to no avail.  Any ideas on how to change their mind?
